AN ACT Relating to nondiscriminatory transactions; and adding a new chapter to Title 42 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     It shall be unlawful for the state or any of its governmental units to favor one person over another in any transaction or conduct based upon race, creed, religion, or sex.  The state specifically and categorically renounces the concept of mandatory goals, quotas, or any other form of discrimination regardless of its alleged purpose.

NEW SECTION. Sec. 2.     Section 1 of this act shall constitute a new chapter in Title 42 RCW.
