AN ACT Relating to disclosure of public records; and adding a new section to chapter 42.17 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 42.17 RCW to read as follows:

          The policy of complete disclosure of all information defined by this chapter and full access to public records, set forth in RCW 42.17.010, shall be applied to the interpretation of any of the laws of the state of Washington that are relevant to public disclosure and access to public records, notwithstanding their date of enactment.  Any law defining limitations upon or exemption from disclosure or access shall be construed narrowly so as to effectuate the policy of this chapter.
