AN ACT Relating to water quality; adding a new section to chapter 35.91 RCW; and adding a new section to chapter 36.94 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 35.91 RCW to read as follows:
All receipts obtained by a city or town from fees and fines that the city or town imposes, that are related to water quality, shall be used to finance water quality activities, water quality facilities, and public education on water quality. Such water quality related fees and fines, would include fees imposed to finance costs of periodically inspecting septic tank/drain field systems, fines imposed for owning a failing septic tank/drain field system that is being used, and fines for failing to periodically pump a septic tank.
NEW SECTION. Sec. 2. A new section is added to chapter 36.94 RCW to read as follows:
All receipts obtained by a county from fees and fines that the county imposes, that are related to water quality, shall be used to finance water quality activities, water quality facilities, and public education on water quality. Such water quality related fees and fines, would include fees imposed to finance costs of periodically inspecting septic tank/drain field systems, fines imposed for owning a failing septic tank/drain field system that is being used, and fines for failing to periodically pump a septic tank.
