AN ACT Relating to state fiscal matters; and adding a new section to chapter 43.88 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.88 RCW to read as follows:

          Any legislation which expends moneys from the state general fund or increases revenue to the state general fund shall not become law unless the members of the second largest political party in each house of the legislature cast affirmative votes for the legislation in at least the same proportion that the number of members of that political party has to the total membership of the house.
