TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE DEPARTMENT OF EDUCATION:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, The costs of a college education for students have risen over the past two decades; and

          WHEREAS, There has been an increase in the number of financial aid applicants; and

          WHEREAS, The federal government has a history of financial assistance to students in postsecondary education; and

          WHEREAS, That assistance has slowed in recent years;

          NOW, THEREFORE, Your Memorialists respectfully pray that the President, Congress, and the Department of Education support and establish a college savings plan for families that would provide tax incentives to parents to save for the postsecondary education of their children.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the Department of Education, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
