AN ACT Relating to the state schools for the blind, deaf, and sensory handicapped; amending RCW 72.40.020; adding a new section to chapter 72.40 RCW; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

        Sec. 1.  Section 72.40.020, chapter 28, Laws of 1959 as amended by section 247, chapter 141, Laws of 1979 and RCW 72.40.020 are each amended to read as follows:

          The secretary shall appoint a superintendent for ((each institution)) the state school for the blind.  The superintendent((s)) must be not less than thirty nor more than seventy years of age and must be practically acquainted with school management and class instruction of the blind ((and the deaf, respectively,)) having had at least ten years' actual experience in teaching in schools for such persons.

          ((The secretary may discharge any employee in his discretion.))

NEW SECTION. Sec. 2.  A new section is added to chapter 72.40 RCW to read as follows:

          The secretary shall appoint a superintendent for the state school for the deaf.  The superintendent shall have a masters degree from an accredited college or university in school administration or deaf education, five years of experience teaching deaf students in the classroom, and three years administrative or supervisory experience in programs for deaf students.

NEW SECTION. Sec. 3.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
