AN ACT Relating to unemployment compensation; and amending RCW 50.12.020.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. Section 41, chapter 35, Laws of 1945 as amended by section 2, chapter 158, Laws of 1973 1st ex. sess. and RCW 50.12.020 are each amended to read as follows:
The
commissioner is authorized to appoint and fix the compensation of such
officers, accountants, experts, and other personnel as may be necessary to
carry out the provisions of this title: PROVIDED, That such appointment shall
be made on a nonpartisan merit basis in accordance with the provisions of this
title relating to the selection of personnel. The commissioner may delegate to
any person appointed such power and authority as ((he)) the
commissioner deems reasonable and proper for the effective administration
of this title, including the right to decide matters placed in ((his)) the
commissioner's discretion under this title, and may in his or her
discretion bond any person handling moneys or signing checks hereunder.
((The
commissioner shall not appoint or employ any person who is an officer or
committee member of any political party organization or who holds or is a
candidate for any partisan elective public office.))
