TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, The state of Washington regulates the sale, use, and possession of fireworks; and

          WHEREAS, The sale of fireworks on federal enclaves within the state frequently have a spillover effect which disrupts the orderly administration of state laws; and

          WHEREAS, The federal assimilative crimes act incorporates by reference a state's general criminal, but not civil or regulatory, laws; and

          WHEREAS, Federal Public Law 280 permits a state to exercise its civil jurisdiction on federal enclaves for only limited purposes such as public assistance, domestic relations, operation of motor vehicles, adoption, and issues involving dependent children;

          NOW, THEREFORE, Your Memorialists respectfully pray that state jurisdiction regarding regulating fireworks be permitted so that the state may provide for the health and safety of its citizens and ensure the orderly administration of its laws; and

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
