TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Representative Thomas Foley has introduced an amendment to the Department of Defense authorization bill for fiscal year 1985 in the United States Congress which provides limitations on the introduction of armed forces into El Salvador and Nicaragua; and
WHEREAS, This amendment would limit the introduction of the United States armed forces for the purpose of delivering weapon fire upon an enemy except where Congress has declared war or enacted specific authorization for such introduction, or except in extenuating circumstances such as are listed in the amendment;
NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress adopt the Foley amendment with all due haste.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
