Eliminating obsolete references to workmen's compensation.

SYNOPSIS AS ENACTED
BACKGROUND:
Various places in Washington laws refer to the state's industrial insurance system as the "workmen's compensation" system. There has been no systematic removal of this obsolete reference from the code.
SUMMARY:
Throughout the Washington laws, references to "workmen's compensation" are changed to "workers' compensation." References to "workmen" are changed to "workers."
