BACKGROUND:

In discussions of the full funding of basic education, one common assertion is that there is inadequate funding to cover the nonsalary costs.  It has also been asserted that district expenditures in these areas would be less if there was an incentive for cost savings and efficiency.

SUMMARY:

The Superintendent of Public Instruction shall develop a proposed model for the allocation of funds to schools to pay nonsalary costs.  The model shall be designed to consider the number of students and staff, age and size of the building, size and geography of the district, and climate.  The model should encourage cost savings and allow the money saved to be used for educational purposes within the district.

The Superintendent of Public Instruction shall submit its report to the legislature no later than December 15, 1987.  This section shall expire January 1, 1988.
