BACKGROUND:

The Superintendent of Public Instruction (SPI) is allowed to allocate to the University of Washington all or a portion of basic education, state categorical, and federal moneys generated by students attending the university's transition school or Early Entrance Program.  The state funds may be spent only to support instruction and related activities necessary to enable these students to complete high school graduation requirements.

SUMMARY:

The Superintendent of Public Instruction (SPI) must contract with the University of Washington for the education of highly capable students below 18 years of age who are admitted or enrolled in the transition school or Early Entrance Program at the University of Washington (U.W.).

SPI must allocate directly to the U.W. all of the basic education, state categorical, and federal moneys generated by students while attending the Early Entrance Program transition school at the U.W.

The SPI may not allocate state categorical funds for the state highly capable students program generated by students while they are attending the U.W.'s transition school or Early Entrance Program.

The allocations to the University of Washington will apply during the first three years a student attends the transition school or Early Entrance Program at the U.W., or through the academic year in which the student turns 18, whichever occurs first.

The U.W. expenditure of basic education, state categorical, and federal funds for students attending the transition school or Early Entrance Program is limited to selection, precollege instruction, special advising, and related activities.

The U.W. may not admit more than 30 students in any one year to the transition school and should give consideration to students attending the Early Entrance Program in granting waivers of tuition and services and activities fees.

The SPI must adopt rules before August 31, 1988.
