BACKGROUND:
The Superintendent of Public Instruction is authorized to receive and disburse federal funds for the assistance of private nonprofit organizations in providing food services to children and adults under 20 USC Sec. 1751, the National School Lunch Act, and 20 USC Sec. 1771, the Child Nutrition Act. It is required that funds provided for this purpose not be commingled or used in anyway by the agency which distributes the funds.
SUMMARY:
SUBSTITUTE BILL: A federal food services account shall be established in the office of the state treasurer. All federal funds which the Superintendent of Public Instruction is to distribute to private nonprofit organizations under provisions of the National School Lunch Act and the Child Nutrition Act for adults and children shall be deposited in this account. Federal funds shall be used to pay all ascertainable costs of distributing funds. Funds shall be disbursed on the authorization of the Superintendent of Public Instruction or the Superintendent's designee. The funds are subject to the allotment procedures under Chapter 43.88 RCW, but no appropriation is required for disbursements. Funds from the federal food services account are authorized to be expended to implement this chapter.
SUBSTITUTE BILL COMPARED TO ORIGINAL: The name of the fund is changed from federal food services revolving fund to federal food services account.
