Membership includes representatives recommended by labor unions, agriculture, migrant labor, environmental organizations, public interest groups, chemical industries, community organizations, petroleum industries, fire fighters, business and trade organizations, small business, public health organizations, professional accident and safety organizations, technology based industries, and academic organizations.

The council is directed to meet regularly and to appoint a chair.
