BACKGROUND:
SHB 461, passed in the 1985 session, created the Public Works Board to make low-interest or interest free loans from the public works assistance account to help local governments finance public works projects. In calendar year 1986, $17.1 million in loans were offered to 40 local government units, and in calendar year 1987, $17.5 million in loans were offered to 36 local government units. In the 1987 legislative session, $60.03 million was appropriated (of which $25.06 million was a reappropriation) in the 87-89 Capital Budget for allocation by the Legislature to various units of local government.
SUMMARY:
Pursuant to RCW 43.155, $29.2 million from the public works assistance account is allocated to 55 local government units to help finance public works projects in calendar year 1988.
