AS REPORTED BY COMMITTEE ON TRANSPORTATION, FEBRUARY 2, 1988
BACKGROUND:
An owner registering a vehicle for the first time in Washington may not receive a full twelve month registration period before it is time to renew the vehicle registration. For example, if the initial registration is transacted on January 30, 1988, the registration year is defined as January 1, 1988 through December 31, 1988 and excise tax is paid for this full twelve month period.
SUMMARY:
A motor vehicle licensed for the first time in Washington will have a registration year that begins on the actual day of registration and ends twelve months later. For example, an owner registering a vehicle for the first time on January 30, 1988 will have a registration year beginning January 30, 1988 and ending January 29, 1989. That way, the motor vehicle excise tax charged will be for a full twelve months of registration.
There is a fiscal loss of about $5 million per biennium.
Appropriation: none
Revenue: yes
