AN ACT Relating to municipal taxation; and adding a new section to chapter 35.95 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 35.95 RCW to read as follows:

          (1) Any municipality which does not impose a business and occupation tax, and contains a public transportation system not owned or leased and operated by it, may levy and collect an excise tax from all persons within the municipality in an amount not to exceed one dollar per month for each housing unit.

          (2) The tax levied under this section shall be designated and identified as a tax to be used solely for capital improvement or maintenance of the public ways such as street and sidewalk repair, cleaning, snow removal, and lighting.
