AN ACT Relating to a solid waste exchange; and adding a new section to chapter 70.95 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 70.95 RCW to read as follows:
(1) The legislature recognizes the importance of maintaining a clean, healthy environment and of conserving and protecting our resources. In today's world, the importance of recycling and reuse cannot be overstated. Programs to encourage conservation of resources and protection of the environment through recycling and reuse should be established.
(2) The department of ecology shall implement a waste exchange, operated by the department of ecology, for solid wastes. For the purposes of this section, "waste exchange" is an organization or system that manages or arranges the transfer of waste between industries, so that one generator's waste might be another industry's raw material.
