AN ACT Relating to the state's obtaining bond counsel services on state general obligation bonds; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The state finance committee shall conduct a pilot project designed to show whether the state can save money by having the attorney general directly provide bond counsel services on state general obligation bonds, instead of the customary practice of relying on private law firms and lawyers in private practice to provide such services. The attorney general shall cooperate with the committee in conducting this project and shall provide bond counsel services as requested by the committee. By January 1, 1989, the committee shall submit a report to the secretary of the senate and chief clerk of the house of representatives containing the following information: (1) A description of the pilot project; (2) the committee's cost analysis of the information produced by the project; and (3) the committee's opinion on whether that analysis shows that the customary practice of retaining outside bond counsel should be continued, discontinued, or modified.
