AN ACT Relating to salary surveys by the marine employees' commission; amending RCW 47.64.220; making an appropriation; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. Section 13, chapter 15, Laws of 1983 and RCW 47.64.220 are each amended to read as follows:
((Prior
to collective bargaining,)) The marine employees' commission shall
conduct a salary survey which shall be a public document comparing wages((,
hours, employee benefits, and conditions of employment)) of every
classification of involved ferry employees with those of private and
public sector maritime and nonmaritime employees within and
outside the state ((and Washington state employees)) doing ((directly))
comparable work((, giving consideration to factors peculiar to the area and
the classifications involved)). The survey data shall be adjusted to
reflect the following factors: (1) Differences in hours, employee benefits, and
conditions of employment; (2) differences in job qualifications; (3) regional
differences in the cost of living; (4) country-to-country differences in the
cost of living and in the monetary exchange rate; and (5) other factors
peculiar to the location from which the data is collected. The survey shall be
submitted to the transportation commission, the unions representing ferry
employees, the governor, and the transportation committees of the state
legislature by December 31, 1987, and, thereafter, by October 1 of each
even-numbered year. The commission shall make such other findings of fact
as the parties may request during bargaining or impasse.
NEW SECTION. Sec. 2. There is appropriated from the Puget Sound ferry operations account in the motor vehicle fund to the marine employees' commission for the biennium ending June 30, 1989, the sum of one hundred thousand dollars, or so much thereof as may be necessary, to carry out the purposes of this act.
NEW SECTION. Sec. 3. This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
