TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Chlorofluorocarbons are widely used in refrigeration, production of foam insulation and packaging, and outside the United States as an aerosol propellant; and
WHEREAS, Scientists believe that the most durable chlorofluorocarbons contribute to ozone depletion; and
WHEREAS, Ozone is a pollutant at low altitudes, but by filtering the sun's ultraviolet rays high up it makes life on Earth possible; and
WHEREAS, Each one percent decline in high-altitude ozone means an estimated twenty thousand additional cases of skin cancer in the United States; and
WHEREAS, The depletion of protective ozone over Antarctica appears to be matched on a smaller scale over the arctic; and
WHEREAS, The use of chlorofluorocarbons in aerosols in the United States has already been banned;
NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress appropriate money for research to determine the dangers of chlorofluorocarbons and suitable substitutes for the use of chlorofluorocarbons.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
