TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Sufficient quantities of nuclear weapons may exist in the national stockpile to assure destruction of the homeland of any potential enemy, even on a second strike or retaliatory basis; and
WHEREAS, Sufficient plutonium may be available for nuclear weapons renovation and stockpile modernization from existing plutonium stocks and obsolete and irreparable nuclear weapons; and
WHEREAS, Facilities, especially defense production reactors, to make plutonium are old and require costly renovation or replacement in order to continue safe plutonium production; and
WHEREAS, Termination of plutonium production for defense purposes would reduce substantially the amount of radioactive waste generated in the future;
NOW, THEREFORE, Your Memorialists respectfully pray that the need for further production of plutonium and tritium for defense purposes be seriously examined forthwith.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
