TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, The United States requires committed and extensive efforts to revitalize the economy in order to ensure continued prosperity for the nation's citizens and to safeguard the nation's economic future for the sake of future generations; and

          WHEREAS, Economic development efforts initiated and sustained by state governments have been creative, vigorous, and diverse, providing substantial assistance in addressing the wide range of problems crucial to permitting long-term, sustainable, economic vitality; and

          WHEREAS, These economic development initiatives have been undertaken during a period when state budgets have been severely constrained, often as a result of federal actions; and

          WHEREAS, The capacity of states to effectively contribute to necessary economic development activities of a substantial scale has often been severely constrained as a result of inadequate state resources; and

          WHEREAS, A long-term commitment to economic revitalization and sustainable development can best be served by vigorous and creative state efforts;

          NOW, THEREFORE, Your Memorialists respectfully pray that the President and Congress of the United States authorize the establishment of a state economic development block grant program that would provide funding for state initiatives for economic revitalization and sustainable development.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
