TO THE HONORABLE STEVE COWPER, GOVERNOR OF THE STATE OF ALASKA, AND TO THE HONORABLE GEORGE DEUKMEJIAN, GOVERNOR OF THE STATE OF CALIFORNIA, AND TO THE HONORABLE CECIL ANDRUS, GOVERNOR OF THE STATE OF IDAHO, AND TO THE HONORABLE NEIL GOLDSCHMIDT, GOVERNOR OF THE STATE OF OREGON, AND TO THE LEGISLATIVE ASSEMBLIES OF THE STATES OF ALASKA, CALIFORNIA, IDAHO, AND OREGON:
We, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, the packaging and containerization of many goods do not facilitate recycling and reuse and thereby create a disposal problem of monumental proportions; and
WHEREAS, The Western states of Alaska, California, Idaho, Oregon, and Washington share a common goal of increased recycling to protect our great natural resources of land and water; and
WHEREAS, A coalition of these western states will hasten manufacturers' use of containers and packages that are reusable or recyclable;
NOW, THEREFORE, Your Memorialists respectfully pray that delegates from the states of Alaska, Oregon, Idaho, and California Legislatures attend the National Conference of State Legislatures' annual meeting, convening on July 25th, 1988, in Reno, Nevada, for the express purpose of drafting an interstate compact to establish a Western States Recycling Coalition.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Steve Cowper, Governor of the State of Alaska, and to the Honorable George Deukmejian, Governor of the State of California, and to the Honorable Cecil Andrus, Governor of the State of Idaho, and to the Honorable Neil Goldschmidt, Governor of the state of Oregon, and to the Legislative Assemblies of the States of Alaska, California, Idaho, and Oregon.
