AN ACT Relating to animal protection; adding a new section to chapter 16.52 RCW; and prescribing penalties.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 16.52 RCW to read as follows:

          (1) Animal researchers in the state of Washington may not purchase any animal obtained from individuals who have not bred and raised the animals on their own premises.  Animal researchers may not receive any animal obtained from organizations that have not bred and raised the animals on their own premises.

          (2) Individuals and organizations may not broker animals to animal researchers unless the individuals and organizations have bred and raised the animals on their own premises.

          (3) A violation of this section is a class C felony, punishable according to RCW 9A.20.021.
