AN ACT Relating to high-voltage electrical transmission lines; adding a new section to chapter 80.04 RCW; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 80.04 RCW to read as follows:
After the effective date of this section, no publicly or privately operated electric utility may erect high-voltage electrical transmission lines unless there exists no reasonable doubt that the health and safety of the persons working or residing in the area of the transmission lines are adequately protected. "High-voltage," as used in this section, means in excess of two hundred kilovolts.
NEW SECTION. Sec. 2. This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
