AN ACT Relating to drug awareness education; adding a new section to chapter 28A.120 RCW; making an appropriation; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 28A.120 RCW to read as follows:
The superintendent of public instruction shall establish a mobile drug awareness clinic to be staffed by professionals trained to discuss substance abuse with students of all ages. The staff shall attend assemblies, pep rallies, and classroom gatherings throughout the state, with an emphasis on identified high-risk school districts or populations. The mobile unit shall be equipped with pamphlets and information on the dangers of drug abuse and shall operate through the school year.
The curriculum for the unit shall be designed in conjunction with the substance abuse advisory committee established in RCW 28A.120.038 and the office of the superintendent of public instruction.
NEW SECTION. Sec. 2. There is appropriated from the general fund to the superintendent of public instruction for the biennium ending June 30, 1989, the sum of two hundred fifty thousand dollars, or so much thereof as may be necessary, to carry out the purposes of this act.
NEW SECTION. Sec. 3. This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
