AN ACT Relating to annexation of cities; adding a new section to chapter 35.13 RCW; and adding a new section to chapter 35A.14 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 35.13 RCW to read as follows:

          When an annexation is proposed under the methods specified in RCW 35.13.015 or 35.13.020, approval of the annexation by the voters within the city or town shall also be required when the proposed annexation would increase the population or area of the city or town by at least fifty percent.  If a majority of the persons voting on the proposition in the city or town and a majority of the persons voting on the proposition in the area proposed to be annexed vote in favor thereof, the area shall be annexed and be a part of the city or town.

NEW SECTION. Sec. 2.  A new section is added to chapter 35A.14 RCW to read as follows:

          When an annexation is proposed under the methods specified in RCW 35A.14.015 or 35A.14.020, approval of the annexation by the voters within the city shall also be required when the proposed annexation would increase the population or area of the city by at least fifty percent.  If a majority of the persons voting on the proposition in the city and a majority of the persons voting on the proposition in the area proposed to be annexed vote in favor thereof, the area shall be annexed and be a part of the city or town.
