AN ACT Relating to an early outreach program for students; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) The higher education coordinating board shall establish a pilot project consisting of early outreach programs to provide guidance and information to middle school or high school students and to employ work-study eligible college students as advisors providing outreach information for middle school or high school students. Participating college students shall provide information regarding scholarships, work opportunities, student financial assistance options, and academic requirements for college-bound students.
(2) The early outreach program shall begin fall semester of the 1988-89 school year and operate for two academic years.
(3) The higher education coordinating board shall issue a call to all public and private institutions of higher education in the state to submit program proposals. The proposals shall be judged by a method developed by the higher education coordinating board in an open and competitive process.
(4) The higher education coordinating board may appoint an advisory panel with members representing such areas as middle schools and high schools and their professional associations, and financial aid and admissions personnel from colleges and universities.
(5) The higher education coordinating board shall evaluate pilot programs and report back to the legislature with outcomes and recommendations by December 1, 1991.
