BACKGROUND:

Currently existing General Fund-State expenditure authority for state agency operations during the 1987-89 biennium is $10.3 billion. Several state agencies are in need of additional funding to support program activities through June 30, 1989.

SUMMARY:

SUBSTITUTE BILL:  A General Fund-State supplemental operating budget totalling $92.3 million is provided to state agencies primarily for mandatory school enrollments and other workload changes.  For specific details on the 1989 supplemental budget, see the attached spreadsheet.

SUBSTITUTE BILL COMPARED TO ORIGINAL:  The original 1989 supplemental budget bill submitted by the Governor containing $85.9 million in General Fund-State appropriations is amended.

Fiscal Note:      Not Requested.

Effective Date:The bill contains an emergency clause and takes effect immediately upon the Governor's signature.
