SYNOPSIS AS ENACTED
BACKGROUND:
The State Building Code Council is the rule-making body established to develop and maintain the various construction codes and standards that guide the construction, repair, or alteration of residential, commercial, and industrial structures in the state. These uniform codes and related standards comprise the State Building Code.
The state currently requires all counties, cities, and towns to collect a surcharge fee of $1.50 on each building permit that is issued for the construction, repair, or alteration of buildings or structures. The fee is used by the State Building Code Council to cover administrative and clerical costs and to cover costs for its operations. In 1988, the Legislature authorized an additional surcharge of $2.00 on each building permit to cover the increased duties of the State Building Code Council. The additional surcharge is scheduled to expire on June 30, 1989.
SUMMARY:
The building permit surcharge fee, that is used to cover administrative and clerical costs and operational costs of the State Building Code Council, is increased from $1.50 to $4.50. There is also imposed an additional surcharge fee of $2.00 per residential dwelling unit on buildings with more than one residential dwelling unit.
