BACKGROUND:
In 1969, following an 18 month review, the entire education code of the state of Washington was restructured and recodified into Title 28A, 28B, and 28C RCW. At that time all statutes relating to education in grades kindergarten through twelfth grade were placed in Title 28A RCW. Since the recodification in 1969, hundreds of sections on a variety of topics have been added to Title 28A RCW. In recent years it has become increasingly difficult to locate sections on particular topics or related sections which were passed at different times.
At the end of the 1989 session, the staff of the House Education Committee was directed to work on a two phase reorganization of the Title 28A RCW. The first phase of the project was to reorganize Title 28A to make it more user friendly.
SUMMARY:
Title 28A RCW is reorganized into seven parts: 1) The Education Programs; 2) Organization; 3) Employees; 4) Finance; 5) Students, Parents and Community; 6) Awards and Special Projects; and 7) Miscellaneous. The parts are further divided into a total of 57 chapters divided by subject matter. All existing provisions of Title 28A RCW are renumbered and placed within the new organization. Cross references to sections of Title 28A RCW are amended to reflect the new numbering system.
All terms are made gender neutral. Where there has been confusion in the use of terms, one consistent term has been selected. The term chair has been selected to identify the person in charge of a committee. Police officer has been selected to refer to a member of law enforcement.
Four provisions have been decodified. Sections RCW 28A.04.167, 170, 172 and 174, relate to reports, studies and recommendations that have been completed. Section RCW 28A.70.900 relates to a window of opportunity for certification that has expired. These provisions will remain part of the code for historical purposes but will not be reprinted in the code.
All changes are technical in nature and do not change policy.
