BACKGROUND:

 

Under current law snowmobiles are required to be registered with the Department of Licensing.  Registration is for the purpose of proving that the appropriate fees and taxes relating to the snowmobile have been paid.  Snowmobiles are not titled in this state.  Security interests in snowmobiles are perfected through Uniform Commercial Code filings.

 

The cost to register a snowmobile is as follows:  $12.50 registration fee, $1.00 application fee and a $0.50 decal fee. If the snowmobile is registered by a county auditor, there is an additional $2.00 filing fee that is retained by the county auditor.  In addition, if the snowmobile is registered through a subagent, there is an additional $2.00 fee that is retained by the subagent.

 

SUMMARY:

 

The Department of Licensing is required to issue certificates of ownership valid for title purposes to owners of snowmobiles.

 

County auditors may charge an additional $3.00 and subagents an additional $2.00 for providing this service.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

Changes are made to ensure perfection of title, to clarify the duties of snowmobile dealers, and to reduce the amount of time county auditors must retain records from three years to 18 months.
