AN ACT Relating to in-service training; and adding a new section to chapter 28A.03 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.03 RCW to read as follows:

          (1) World-wide proliferation of education, capital, information, and technology has resulted in the development of a global economy.  The citizens of Washington must ensure that our children enter the work force as highly educated, multiskilled, and flexible employees to give Washington a competitive edge in the new global economy.  To further this goal, the core competency in-service training grant program is created.

          (2) The superintendent of public instruction may grant funds to school districts for the implementation of in-service training on the teaching of cooperative problem solving, critical thinking and analysis, self-reliance, and conflict resolution for teachers in secondary school buildings within the state.

          (3) The grant program shall provide training for at least one teacher in the secondary school buildings of selected school districts and shall provide the selected teacher with training materials and course outlines to use in providing training for the teachers in his or her building.

          (4) The superintendent of public instruction shall adopt rules to implement this section.

          (5) It shall be the responsibility of the teachers selected to attend the in-service training to provide, with the assistance of materials provided by the superintendent of public instruction, in-service training to the teachers in their buildings.

          (6) Application from districts wishing to participate in the program shall include a written assurance from the school directors that the school will provide the assistance necessary to allow the participating teacher to carry out the in-service training at the building level.

          (7) It shall be the responsibility of the teacher selected to attend the in-service training and provide in-service training to the teachers in his or her building with the assistance of materials and information provided by the superintendent of public instruction.

          (8) If funding for this section is not included in the appropriations act by June 30, 1991, this section shall be null and void.
