                                   SENATE CONCURRENT RESOLUTION NO. 8406

WHEREAS, The northwestern United States lacks an adequately sized conference center that is equipped for simultaneous translation of multilingual gatherings; and

          WHEREAS, The Washington State Capitol lacks meeting space sufficient to accommodate large gatherings of state government leaders and community and state organizations; and

          WHEREAS, The Evergreen State College has become an important public policy educational resource to the state and to the Nation, and incorporates such public service organizations as the Washington Center for Improving the Quality of Undergraduate Education, the Labor Research and Education Center, the Washington State Institute for Public Policy, and a regional center for the National Faculty of the Humanities, Arts and Sciences; and

          WHEREAS, Development of a facility on The Evergreen State College campus to serve as a conference center for international, state and local gatherings and to house Evergreen's public service organizations would capitalize on the resources already available at Evergreen and would boldly enhance its public service to the people of Washington as they prepare for entry into the 21st Century;

          NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That a Joint Select committee on the Evergreen Public Services Building be established to develop a plan, and study proposed uses for, a conference center that would serve as a meeting place and would house academic public service organizations and national faculty on the campus of The Evergreen State College; and

          BE IT FURTHER RESOLVED, The committee shall be composed of (1) three directors of state agencies likely to utilize the facilities to be constructed, to be appointed by the governor, (2) one member of the senate, to be appointed by the president of the senate, (3) one member of the house of representatives, to be appointed by the speaker of the house of representatives, and (4) three administrators or faculty members of state institutions of higher learning, to be appointed by the president of The Evergreen State College.  At its first meeting the committee shall select a chair from among its nonlegislative members and, in addition, it shall appoint to the committee as voting members three persons representing private or quasi-municipal interests likely to benefit from or utilize the facilities to be constructed; and

          BE IT FURTHER RESOLVED, That necessary staff members are to be provided for the committee's use by The Evergreen State College; and

          BE IT FURTHER RESOLVED, That the committee shall from time to time advise the legislature and the governor as to its progress, with a final report due no later than September 1, 1990.  The committee shall cease to exist upon issuance of its final report; and

          BE IT FURTHER RESOLVED, That there is appropriated for the biennium ending June 30, 1991, from the general fund twenty-five thousand dollars to the committee, with any unused portion returned to the general fund.
