      I am pleased to submit this report to the Legislature in compliance with the provisions of RCW 28A.230.090 (2).

      State minimum high school graduation requirements are an important and fundamental element of the state’s on-going education reform effort. The State Board is proud of both the open process it conducted to review the existing state minimum graduation requirements and the opportunities it provided for public input prior to adoption of the new requirements in October 2000 (effective Fall 2004 for students beginning the ninth grade that school year). The State Board of Education believes that the new graduation requirements strike a responsible balance between state interests and the need of school districts for flexibility and local control.
