      The Senate was called to order at 10:00 a.m. by President Owen. The Secretary called the roll and announced to the President that all Senators were present except Senators Horn and Poulsen. On motion of Senator Hewitt, Senator Horn was excused. On motion of Senator Eide, Senator Poulsen was excused.

      The Sergeant at Arms Color Guard, consisting of Pages Marlena Blonsky and Evan Fuller, presented the Colors. Lama Jamy Awg Tsultrim, a Tibetan Buddhist Teacher, from the Nalanda Institute Center of Buddist Study and Meditation, in Olympia, offered the prayer.
