The Senate was called to order at 9:30 a.m. by Senator Fraser. No roll call was taken.
Senator Fraser welcomed the student participants of the Youth Legislature, part of the Y.M.C.A.’s Youth in Government Program being held in the capitol buildings, who were present on the floor and in the galleries.
MOTION
On motion of Senator Eide, the reading of the Journal of the previous day was dispensed with and it was approved.

Senator Eide: “Well, I too would like to thank each and every one of you here on the floor today for being involved in our government, youth and government. I have to tell you, this is my thirteenth year in the Senate, this is my fifth year serving as the Majority Floor Leader. I served two years prior to that in the House of Representatives but the one person that made a difference in my life and got me involved in civics was my high school teacher, my senior high school teacher, Mr. Cosgrove and to this day I thank him for that because he made me realize how important it was to be involved in your government and in your communities because truly you are the ones that are going to make a difference. Now we’re in very tough, trying times right now in the state legislature and in the State of Washington with our budget. I’m sure you’re quite aware of that but at these tough times it takes individuals like Senator Carrell, myself and Senator Fraser and all the rest of us on this floor to make some pretty tough decisions but we are here because we believe in the process and we believe in civics and that we can make a difference. So, hopefully one of these years, I’m going to see you down here, maybe perhaps sitting in my seat, sitting in Senator Carrells seat because you are the ones, you are the ones of the future, you are the ones that are going to make a difference. So, thank you for participating in this great program. It’s a pleasure to see all of you here today and have some fun along the way. I’d love to hear what bills you’re working on quite frankly. I’m the one that brought up the cell phone bill that took me ten years to pass and text messaging. Do not text while you’re driving. Whenever I can possibly say I do, no texting and no using your cell phone while driving, it’s very dangerous. Ok, thank you Madam President for this indulgence.”
