AN ACT Relating to preserving funding deposited into the education legacy trust account used to support common schools and access to higher education by restoring the application of the Washington estate and transfer tax to certain property transfers; amending RCW 83.100.020, 83.100.047, 83.100.047, and 83.100.120; creating new sections; providing an effective date; providing an expiration date; and declaring an emergency.

PERSONAL PRIVILEGE
Senator Frockt: “Thank you Mr. President. In our discussions with the members of the Democratic Caucus I have been asked too and I wanted to express and note for the record the journal today the growing concern among our members. The fact the we have reached May 31st and by law a budget in normal circumstances is to be presented to the Governor by the first. Obviously that is not going to happen. There are still discussions and negotiations going on and so I rise simply to express the desire and the concern and to urge all parties and everybody in the Legislature and the Governor for us to redouble our efforts to continue to work to try to get this budget passed and get done in this first special session. There are consequences to not acting and to have something done by the first, excuse me, by the eleventh in terms of implications for state workers, universities, things of that nature. We don’t want to push up against that deadline so we have been working. There are lots of negotiations, working behind the scenes, but we need to redouble our efforts to do everything we can to get done by June 11. So, with that Mr. President, I thank you for allowing me the opportunity for a point of personal privilege and I yield the floor.”
