To meet the nonendangerment standard you must prevent the movement of fluid containing any contaminant into the groundwater if the contaminant may cause a violation of chapter
173-200 WAC Water quality standards for the groundwaters of the state of Washington. In order to meet the nonendangerment standard, you must meet the following:
(2) Be in compliance with chapter
173-200 WAC Water quality standards for groundwaters of the state of Washington; such as, but not limited to, providing best management practices at the site that will fulfill the AKART requirement; and
(3) Be constructed, operated, maintained and decommissioned in a manner that protects groundwater quality as described in 40 C.F.R. 144.12(a).
