No application for an even start project grant shall be approved by the state board of community and technical colleges unless the authorized agent or eligible grantee agrees to provide written assurance that even start programs will serve one or more of the following groups:

(1) Single heads of household.

(2) Parents of early childhood education assistance program (ECEAP) participants.

(3) Parents of federal head start program participants.

(4) Recipients of funds from the temporary assistance for needy families program.

(5) Ethnic minorities.

(6) Parents who are below the ninth grade literacy level.

(7) Parents of children with special needs.
