     In accordance with WAC 332-30-125, the Department of Natural Resources has determined the use rate percentage for the greater Seattle area as well as for all of Washington state to be 9.5%. This use rate percentage is based on nondepartmental market rental rates of return for comparable properties leased on comparable terms in the greater Seattle area and in market areas across Washington state, as determined by an independent real estate appraiser. The use rate percentage is used in calculating the fair market rental for leases of state-owned aquatic lands for nonwater-dependent uses.
