POLICY STATEMENT

BOARD OF

PILOTAGE COMMISSIONERS

     In accordance with RCW 34.05.230, the following are policy statements issued by the Board of Pilotage Commissioners, 2901 Third Avenue, Seattle, WA 98121.


The Definition of One Day of Duty Time as Used in Calculating Sea Service:

     The board defines one day of duty time as one day of sea service with no multiples or reductions based upon the type of industry or the watch and schedule a certain officer has to stand. This new policy was issued on September 8, 2005.

Qualifications of Pilot Applicants Under WAC 363-116-075 When Experience is on Vessels Employing More Than One Master:

     The board is aware that vessel owners of certain classes of vessels may require that two masters, a senior and a junior master, be employed. The board will consider one's time as a junior master to be qualifying time as a master under WAC 363-116-075, if the pilot applicant can demonstrate clearly to the satisfaction of the board that he or she meets certain license, experience and job duty criteria. This new policy was issued on September 8, 2005.

The Written Examination and Simulator Evaluation Given in November 2005:

     At the request of the agency, the 2005 legislature adopted numerous statutes regarding pilot examination and training reform. The statutory amendments to chapter 88.16 RCW necessitated the adoption of several new and amended sections of chapter 363-116 WAC by the board. This policy statement addresses many of the mandates established by rule regarding the development and administration of the 2005 pilot examination and training program. This new policy was issued on November 10, 2005.
