Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28A.300.070.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Changes to state law require an update of the WAC under ESSB 5877 of 2004, HB 1066 of 2005, and ESSB 6386 of 2006.
Process for Developing New Rule: Negotiated rule making.
