INTERPRETIVE AND POLICY STATEMENT

     In accordance with RCW 34.05.230(12), following are the policy and interpretive statements issued by the department regarding the specialty compliance services and insurance services division policies.

Specialty Compliance Services: Elevator Educational Credits.

     Amended Policy 07-16-104, WAC 296-96-00906 and 296-96-0010.

     The purpose of this policy is to clarify the minimum qualifications an applicant needs in order to test for an elevator mechanic license outlined in WAC 296-96-00906 and 296-96-00910. The policy outlines the number of hours an elevator mechanic applicant needs to work and the training that is needed before taking the written examination. The policy will be used by the chief elevator inspector when reviewing applications from elevator mechanics to take the written elevator examination.

Insurance Services: Job Modification Authorization.

     Amended Policy 6.70.

     The purpose of this policy is to outline criteria for issuing a job modification. Modifications completed prior to approval will be considered on a case-by-case basis. Two vendor bids are required if a proposed item costs $2,500 or more. This is an increase from $1,500. An exception has been added that the claim manager may select the higher bid on a case-by-case basis. The policy is also changing from an interim policy to a permanent policy.

Insurance Services: Pre-Job Accommodation Authorization.

     Amended Policy 6.71.

     The purpose of this policy is to articulate criteria for prejob accommodation authorization under a state fund claim or a claim against a self-insured employer who has defaulted. The prejob accommodation benefit is not available if the worker chooses Option 2. Modifications completed prior to approval will be considered on a case-by-case basis. An exception has been added that requests for computers will be considered on a case-by-case basis. Two vendor bids are required if a proposed item costs $2,500 or more. This is an increase from $1,500. An exception has been added that the claim manager may select the higher bid on a case-by-case basis. If equipment is lost or stolen while L&I is the owner, the adjudicator may consider authorizing replacement under certain conditions.
