Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 43.180.140, 43.180.260.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The Washington state housing finance commission expects to establish rules for its sustainable energy trust program to provide clarity to program participants regarding the operation of the program.

Process for Developing New Rule: Negotiated rule making.
