PUBLIC NOTICE
Announcing the Reissuance of the Washington State Department of Transportation Municipal Stormwater General Permit
PERMIT: The Washington state department of ecology (ecology) is reissuing the Washington state department of transportation (WSDOT) municipal stormwater national pollutant discharge elimination system (NPDES) general permit. The permit was last issued in March of 2014 and is scheduled to expire April 5, 2019.
PURPOSE OF THE PERMIT: The permit provides coverage for discharges from municipal separate storm sewer system (MS4) owned or operated by WSDOT. MS4s are conveyances or a system of conveyances including roads with drainage systems, streets, catch basins, ditches, man-made channels, and storm drains. State and federal regulations require WSDOT to have NPDES permit coverage in areas covered by Phase I and Phase II of the municipal stormwater permit program. This permit covers stormwater runoff from state highways, rest areas, park and ride lots, ferry terminals, and maintenance facilities. The permit addresses the legal requirements and regulates the discharge of pollutants to protect water quality in Washington state.
PERMIT AND SUPPORTING DOCUMENTS: Ecology issued a formal public draft of the permit on December 5, 2018, and held a workshop followed by an official public hearing on the draft permit on January 11, 2019. The public comment period ended on February 5, 2019. After considering comments and finalizing the permit, ecology has made the determination to reissue the permit on March 6, 2019. The permit will become effective on April 5, 2019. APPEALS: This permit may be appealed to the pollution control hearings board (PCHB) within thirty days of the reissuance date of receipt of the final permit. The appeal process is governed by chapters
43.21B RCW and 371-08 WAC. "Date of receipt" is defined in RCW
43.21B.001(2) (also see glossary).
To appeal, the following must be done within thirty days of receipt of this permit:

• | File the appeal and a copy of this permit with PCHB (see addresses below). Filing means actual receipt by PCHB during regular business hours. |
• | Serve a copy of the appeal and this permit on ecology in paper form - by mail or in person (see addresses below). Email is not accepted. |
The appeal must also comply with other applicable requirements in chapters
43.21B RCW and 371-08 WAC.
