EMERGENCY RULES

Effective Date of Rule: April 11, 2019.
Purpose: Amends recreational salmon fishing rules for Puget Sound.
Citation of Rules Affected by this Order: Repealing WAC 220-313-06000Y and 220-313-06000Z; and amending WAC 220-313-060.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, 77.12.045, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to close recreational salmon fishing in Marine Catch Record Areas 8-1 and 8-2. Preliminary estimates indicate that the total encounters of Chinook salmon is approaching the fishery guideline and encounters of legal-sized fish have exceeded preseason predictions. The fishery is being closed to avoid exceeding the allowable limit of total encounters including both retained and released fish, and to control impacts on stocks of concern while ensuring compliance with conservation objectives. There is insufficient time to adopt permanent rules.

WAC 220-313-06000ZPuget Sound salmon—Saltwater seasons and daily limits.
Notwithstanding the provisions of WAC 220-313-060, the following rules apply effective April 11, 2019:
1. Catch Record Card Area 5, effective immediately through April 30, 2019:
a. Daily limit two salmon.
b. Release wild coho and wild Chinook.
2. Catch Record Card Area 6, effective immediately through April 15, 2019:
a. Daily limit two salmon.
b. Release wild coho and wild Chinook.
3. Catch Record Card Area 8-1, effective immediately through April 30, 2019: Salmon closed.
4. Catch Record Card Area 8-2, effective immediately through April 30, 2019: Salmon closed.
REPEALER
The following section of the Washington Administrative Code is repealed effective April 11, 2019:
