NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 24-0039 Nursing Facility Rates.
Effective Date: July 1, 2024.
Description: The health care authority (HCA) and the aging and long-term support administration (ALTSA) of the department of social and health services (DSHS) intend to submit SPA 24-0039 in order to amend the nursing facility medicaid methodology. SPA 24-0039 is expected to:
Increase the budget dial by $35.13 to $376.54;
Increase the swing bed rate by $40.49 to $327.04;
Change the case mix data source from the resource utilization groups to the patient-driven payment model (PDPM), specifically the nursing component; and
Implement a hold harmless provision to smooth the transition to PDPM. This will ensure each facility will receive an increase in their July 1, 2024, direct care rate of at least nine percent compared to their June 30, 2024, rate, while the largest increases in the direct care rate will be capped at 15-16 percent.
HCA and DSHS are in the process of developing the SPA. HCA and DSHS would appreciate any input or concerns regarding this SPA. To request a copy when it becomes available or submit comments, please contact the person named below.
Interested parties may submit comments and concerns about the rates or the effects the changes may have on beneficiary access to care or continued service access.
