Construction Compliance Policy 99-001, "Infraction Issuance Procedure," was developed
to assist agency construction compliance inspectors when issuing notices of infraction. To avoid
any unnecessary hostile client incident during this process, our inspectors are instructed not to
drop an infraction at the feet of a contractor or employee of a contractor is [if] service is refused.

Construction Compliance Policy 99-002, "Mobile/Manufactured Home Dealers and
Manufacturer's Exemptions," was developed to assist agency construction compliance
inspectors in understanding the statutory exemption provided to manufactured home dealers and
manufacturers. It is also intended to clarify the limitations of this exemption and identify the
appropriate regulating statute, chapter 46.70 RCW, for warranty, service, and repairs relating to
manufactured homes.
